Who is the author/publisher/source/sponsor?
Are the author's credentials or organizational affiliations given?
What are the author's credentials or organizational affiliations?
What are the author's qualifications to write on the topic?
Is there contact information, such as a publisher or e-mail address?
Does the URL reveal anything about the author or source? examples: .com .edu .gov .org .net
If you go to one of the other pages in Dave's Physics Shack, you will find a "A brief note about Dave's educational web pages" where the author talks about the need to evaluate pages on the Web and provides his credentials for you:

If you search Google Scholar for the author "d slaven" you will find that he has published several scientific papers.
Notice also that the urel is a .EDU site -- Morningside College -- which is often a good indicator of authority. If you look up Morningside College on Google, you will find that:

the Midwest’s “Best Regional Colleges” in the 2011 edition
of “America’s Best Colleges” released by U.S. News & World Report.
If we evaluate based on authority, I think Dave's Physics Shack is a legitimate source for this information.
