      Your circular of the 23rd of Jan.y is just received. In reply I would state that so far as my observation has extended Illinois volunteers have entered the United States service well clothed and equipped. 

When it was impossible to procure clothing for them from the Government, after wearing out their first suit, clothing could generally be obtained from state authority.
