BIOGRAPHICAL SKETCH

Republican Edward Lee Schrock (born April 6, 1941) served on the U.S. House of Representatives for the 2nd Congressional District of Virginia from January 2001 to January 2005. Schrock was preceded by Owen Pickett, and succeeded by Thelma Drake in this position.

The 2nd Congressional District includes Virginia's Eastern Shore, Virginia Beach, and parts of Norfolk and Hampton. The district tends to be conservative housing eight military installations and Pat Robertson's Christian Broadcasting Network.

Schrock was born in Middleton, Ohio. He attended Alderson-Broaddus College and the American University where he earned a Master's Degree in Public Relations. He served in the U.S. Navy from 1964 to 1988, including two tours of duty in Vietnam. Later he served as director of public affaires at the headquarters of the NATO Supreme Allied Commander in Norfolk, and retired from the Navy in 1988 with the rank of captain. After the Navy, Schrock worked as an investment broker six years with a national brokerage and investment firm. He then, ran two successful campaigns for the Virginia Senate, where he represented the 7th senatorial district from 1995 to 2001. There he earned a reputation for his reliable conservative voting record. Schrock is belongs to the Atlantic Shores Baptist Church, is married to Judith Adnee Crawford, and has one child, a son named Randy.

During is time in Congress; Schrock served on the House Armed Services Committee, House Budget Committee, House Small Business Committee, and House Reforms Committee. In 2003, Schrock was chosen to serve as the Chairman of the Regulatory Reform and Oversight Committee of the House Committee on Small Business. He founded and co-chaired the House Navy / Marine Corps Caucus and the House Special Operations Forces Caucus. Schrock's political and voting record is aligned closely with the Republican Party. Schrock favors fewer restrictions on gun ownership, strong restrictions on abortion, and increased military spending. Other issues important to Schrock are defense issues related to shipbuilding and personnel. The Christian Coalition gave him a 92% rating in their 2003 voting guide, and the National Journal rated him as the second most conservative person in all of Congress for the same year.

Among his other accomplishments and concerns, Schrock has also been a longtime advocate of public libraries. He was appointed by Virginia Governor George Allen to serve on the Library Board of Virginia. He served on the Library of Virginia Foundation Board. And for ten years he served as President of the Friends of the Virginia Beach Public Library. He also served in a leadership role in Hampton Roads events such as Harborfest, the International Azalea Festival, and Tradefest. As a cancer survivor, he served on the board of directors of Lee's Friends, a cancer victims support group. He served as a president of the Parent / Faculty Association at Cape Henry Collegiate School. From 1985 onward, Schrock has been involved with over 19 charitable and service organizations in Hampton Roads.
On August 30, 2004, Schrock dropped out of his race for a third term in Congress due to allegations that he had made use of a gay telephone service to meet other men and that he was secretly gay or at least bisexual. The website Blog Active, a gay political website that frequently "outs" closeted gay and allegedly gay politicians who support anti-gay legislation, even posted voice recordings that they said was Schrock using the gay phone service to solicit sex from other men. During his time in office, Schrock opposed various gay rights issues including same-sex marriage and gays in the military, and he co-sponsored the Federal Marriage Amendment.

SCOPE AND CONTENTS

The papers of Edward L. Schrock date from 1999 to 2004.A large portion of the collection is composed of constituent feedback in the form of letters, postcards, petitions, surveys, and opinion ballots. Also included are a small number of letters from Schrock to constituents and correspondence with colleagues; committee business for the U.S. House of Representatives Committee on Small Business; and reference material related to various issues and legislation.

SERIES DESCRIPTIONS

The collection is broken down into the following series: I: Correspondence; II: Surveys and Public Opinion Assessment; III: Committees; IV: Reference Materials; and V: Miscellaneous.

Series I: Correspondence. This series is divided into six sub-series of correspondence to or from Representative Schrock and constituents or colleagues. Materials include letters, petitions, postcards, and e-mail.

Sub-series A: Letters from Constituents. This sub-series contains letters from constituents to Ed Schrock during his term in the U.S. House of Representatives, as well as a small number of letters preceding his term. Letters date from 1999 to 2004. Topics include, but are not limited to: the 9-11 attacks, abortion, AIDS and HIV, animal rights, capital punishment, campaign finance reform, cloning, energy, the economy, the environment, the Faith Based Initiative and Charitable Choice, flag desecration, gay rights, gun control, hate crimes, health care, higher education, Homeland Security, illegal immigrants, illegal drugs, interstate waste, Iraq, Israel, Medicare and Medicaid, military and veteran benefits, Napster and file sharing, pension reform, privacy rights, public schools, school prayer, small business, social security, stem cell research, taxes, terrorism, the United Nations, welfare reform, and many other topics.

Sub-series B: Petitions from Constituents. This sub-series contains petitions from constituents to Ed Schrock regarding various issues including, but not limited to: abortion, animal welfare, campaign finance reform, cancer research, family planning, gay marriage, hate crimes, health care, illegal immigrants, Medicare, military and veteran's benefits, social security, and various other topics. Materials date from 2001 to 2004.

Sub-series C: Postcards from Constituents. This sub-series contains constituent postcards on many of the topics already listed. Materials date from 2000 to 2004.

Sub-series D: Letters from Officials and Colleagues. This sub-series contains a small number of letters from other elected officials such as mayors, as well as fellow congressmen. Topics include various legislation and committee business. All of these letters are from 2004.

Sub-series E: Letters from Ed Schrock to Constituents. This sub-series contains letters and draft letters from Ed Schrock to constituents regarding various issues and legislation. Materials date from 2001 to 2004.

Sub-series F: Miscellaneous. This sub-series contains miscellaneous correspondence between Ed Schrock and constituents, as well as three notebooks of letters signed by Ed Schrock regarding various issues and legislation.

Series II: Surveys and Public Opinion Assessment. This series is divided into two sub-series that contain surveys and ballots sent by Ed Schrock to constituents to poll their opinions on various topics during his term in office from 2001 to 2004.

Sub-series A: Constituent Opinion Ballots. This sub-series contains constituent opinion ballots completed and returned by constituents from 2001 to 2004. Topics include, but not limited to: the economy, gas prices, gay marriage, gun control, immigration, Iraq, national defense, taxes, and other such issues.

Sub-series B: Constituent Surveys. This sub-series contains surveys completed and returned by constituents from 2003 to 2004. Two surveys are represented. One survey completed by constituents on the Eastern Shore in 2003 included questions about terrorism, prescription drugs, taxes, abortion, and education. The other from 2004 surveyed constituents about their outlook on the economy including taxes, national debt, and social security.

Series III: Committees. During his time in Congress, Ed Schrock served on the House Armed Services Committee, House Budget Committee, House Small Business Committee, and House Reforms Committee. The only committee represented to any extent within this collection is the House Small Business Committee. The Small Business Subcommittee on Regulatory Reform and Oversight is a subcommittee of the House Small Business Committee. It is represented within these materials.

Sub-series A: U. S. House of Representatives Committee on Small Business. This series contains seven notebooks of committee and subcommittee hearing materials from Ed Schrock's time on the U.S. House of Representatives Committee on Small Business. Topics include: improvements to the Small Business Office of Advocacy, regulations in the travel industry that affect small business, contract bundling and small business procurement, the effect of e-mail spam effect on small business, small businesses and the environment, labor enforcement against small businesses, and reforming labor regulations to keep small businesses competitive. Materials date from 2003 to 2004.

Series IV: Reference Materials. This series contains various reference materials that may have been used by Ed Schrock to determine his stand on many issues, or to back up his position. Six sub-series consist of brochures, booklets, and handbooks; conference materials; legislative materials including bill summaries, voting records, and legislative profiles; magazines and journals; news articles and press clippings; and government reports and assessments.

Sub-series A: Brochures, Booklets, and Handbooks. This sub-series contains brochures, booklets, and handbooks related to the Air Force and jet specifications. Materials are from the 108th Congress in 2003.

Sub-series B: Conference Materials. This sub-series contains a program from a military volunteer forces conference in September of 2003.

Sub-series C: Legislative Materials. This sub-series contains legislative materials such as bill summaries, legislative profiles, legislative activity guides, voting records, and a list of bill sponsored or co-sponsored by Ed Schrock. Material dates from 2001 to 2004.

Sub-series D: Magazines and Journals. This sub-series contains military magazines and journals from 2002 to 2004.

Sub-series E: Press Clippings and News Articles. This sub-series contains news clippings and articles on a variety of issues from 2001 to 2004. Included are six notebooks of clippings and articles (many from electronic sources), and assorted folders related to Iraq and the Panama Canal.

Sub-series F: Reports. This sub-series contains reports and assessments from 2001 to 2004. Included are materials on Iraq, the U.S.S. Cole attack, terrorism, a financial report for the Army National Guard, and various other topics.

Series V: Miscellaneous. This series contains miscellaneous material that did not fit under other series headings. Included are: Congress of the United State stationary, photos and photo CDs, and a 3 ¼ floppy disk of files including media releases, advisories, speeches, letters, and photos.
