Biography
Stanley Clay Walker was
born July 2, 1923, in Norfolk, Virginia. He attended public schools in Norfolk
and graduated from Fork Union Military Academy and the Norfolk Business College.
When World War II began he enlisted in the United States Army and served in
the European Theater, as part of an ordnance unit of the 82nd Airborne Division.
Following his discharge
from service, Walker returned to Norfolk and became a partner in a steel fabricating
and engineering firm. He married Sybil Bruce Moore, and had two daughters: Susan
Gray Walker Meslang, who was one of the founders of the CHANCE educational program
for disabled adults at Old Dominion University and Elizabeth Tray Walker, who
is currently a attorney and government relations lobbyist for based in Alexandria,
Virginia . Mrs. Walker served on the Board of Visitors, Old Dominion University,
from March 30, 1990 to June 30, 1994. Walker served as President of Stanley
Walker Associates, Inc. Walker was resided in Norfolk, until his death in 2001.
Walker, a Democrat, began
his career in public service as a member of the Norfolk City School Board in
1959. This was shortly after the public schools reopened following the "Massive
Resistance" program, which tried to thwart desegregation. Throughout his
political career, Walker was a strong advocate for education on all levels.
For his support of Old Dominion University throughout the years, when the school
was transitioning from a college to a university, the Board of Visitors at the
college awarded Walker as a resolution of appreciation, on September 17, 1992.
The technology building at the Norfolk Campus of Tidewater Community College
is named after him.
As one who wanted to reform
the Democratic Party, he became active in a group known as "The Young Turks."
Walker was elected to a seat in the House of Delegates in 1964 as a Representative
of the consolidated 5th, 6th, and 7th districts of Norfolk. He took the oath
of office on January 8, 1964, and served four terms there to 1971. In 1971,
the Federal Court combined the senatorial districts into one multi-member district
and Walker took the oath of office as Senator on January 12, 1972. He served
from that date until January 2000, representing parts of Norfolk and parts of
Virginia Beach in the Sixth Senatorial District (Walker lost his bid for reelection
in 1999). One aspect of Walker's distinguished career was his service on the
Virginia State Crime Commission. He became its first chairman in 1966 and served
in that position to 1979. He was also a strong advocate for the protection of
children, in which he was chairman for the Commission on Early Childhood and
Child Day Care Programs.
Stanley C. Walker passed away on January 15, 2001.

Scope
and Contents
The Walker Papers consist
of 35 linear shelf feet in 80 document cases. They deal primarily with his legislative
duties as a member of the House of Delegates, 1964-1971 and his service as a
member of the Senate from 1972 to 1977, serving parts of Norfolk and parts of
Virginia Beach in the Sixth Senatorial District. The papers consist of personal
and legislative correspondence, legislative papers and files, speeches, copies
of bills introduced, news releases, statistical data, clippings, maps, a poster,
and studies.
The first series in the
collection is Correspondence (19 cases), which a substantial portion deals with
legislative matters. The bulk of the collection can be found within in Series
II: Legislative Papers (22 cases), pertaining to Walker's work within in the
General Assembly, in which he dealt with issues such as education, bills and
legislation, special sessions, transportation, Equal Rights Amendment, the establishment
of the Eastern Virginia Medical School, as well as taxes and budgets. Series
III: Legislative Files (one artifact box and nine binder cases), consists of
loose books and binders of compiled materials that Walker kept in regard to
issues within the General Assembly and his Senate campaigns. Series IV: Virginia
State Crime Commission (13 cases), also makes up a significant part of the collection,
in regard to Walker's work within the commission, which consists of statistics
and data, conferences, prison visits, parimutuel betting and gambling, as well
as information regarding sex crimes, juvenile crime, drug and alcohol abuse.
Within Series V (5 cases), there are political files in regard to Walker's campaigns,
as well as speeches he made for these campaigns, which are found in Series VI
(2 cases).
Walker was very meticulous
in collecting articles and clippings on issues within the state of Virginia,
as well as personal interest. This can be found in Series VI: Clippings (2 cases)
and VIII: Scrapbooks (). The scrapbooks had to be scanned and copied, due to
their fragile condition. There is also one box of miscellaneous materials (Series
IX: Miscellaneous) which rounds out the collection.
Organization
There are a total of eight
series within this collection, and most of the series are divided up into appropriate
sub-series. The collection is set up in this manner:
Series I: Correspondence-Consists
of correspondence both personal and legislative. In chronological-alpha order,
with two sub-series.
Sub-series A: Personal Correspondence.
Pertains to the personal correspondence of Stanley C. Walker. Ranges from 1965
to 1996. Consists of personal letters, cards, children's letters, as well as condolences.
Sub-series B: Legislative
Correspondence. Pertains to the correspondence of when Walker was both a member
of the House and Senate of the General Assembly of Virginia. Ranges from the
1960s to 1990s.
Series II: Legislative Papers-Consists
of papers relating to issues that Walker dealt with as both a member of the
House and Senate of the General Assembly of Virginia. Ranges from the 1960s
to 1990s. In chronological-alpha order, with thirteen sub-series.

Pertains to committees that Walker was a member of, or dealt with.
Sub-series B: Community.
Pertains to community issues that Walker had interest and concerns for.
Sub-series C: Education.
Walker had great concern and interest towards this issue. The sub-series involves
legislation and issues with public and higher education, as well as Walker's
recommendations and references for future college students.
Sub-series D: Employment.
Pertains to employment issues that the General Assembly of Virginia dealt with,
such as benefits and compensation.
Sub-series E: Environment.
Pertains to environmental issues that the General Assembly of Virginia dealt,
with including air and water pollution.
Sub-series F: General Assembly.
Pertains to the issues that Walker dealt with, as both a member of the House
and Senate. Issues include budgets, the Equal Rights Amendment, various bills
and legislation, and constitutional revision
Sub-series G: Health. Pertains
to the issues involving General Assembly legislation, as well as the founding
of Eastern Virginia Medical School.
Sub-series H: Labor. Pertains
to the issues in regard to labor in Virginia.
Sub-series I: Parks & Recreation. Pertains to the issues in regard to parks
and recreation facilities in Virginia.
Sub-series J: Services.
Pertains to the issues in regard to services provided to the state of Virginia,
such as electricity, utilities, and sanitation.
Sub-series K: State Related.
Pertains to state-related issues within Virginia.
Sub-series L: Tax/Revenue.
Pertains to tax/revenue issues and legislation.
Sub-series M: Transportation.
Pertains to transportation issues and legislation in Virginia, such as highways
and mass transit.
Series III: Legislative
Files-Consists of loose books and binders of compiled materials that Walker
kept in regard to issues within the General Assembly and his Senate campaigns.
The items are stored in artifact cases and archival binder cases. The date range
for these materials is the 1990s. In chronological order, with no sub-series.
Series IV: Virginia State
Crime Commission-Consists of papers relating to issues that Walker dealt with
as a member of the Virginia State Crime Commission, which dealt with issues
such as capital punishment, juvenile crime, parimutuel betting, and sex crimes.
The date range for this series is 1960s-1980s. In chronological-alpha
order, with twenty-three sub-series.

to information regarding the issue of arson in Virginia.

Pertains to the committees within or worked with the Virginia State Crime Commission.
Sub-series F: Conferences.
Pertains to the conferences that Walker attended for the Virginia State Crime
Commission.
Sub-series G: Crime Labs.
Pertains to the issue of crime labs in Virginia.
Sub-series H: Data. Contains
reports and statistics for the Virginia State Crime Commission.
Sub-series I: Divisions.
Pertains to the divisions of the Virginia State Crime Commission, as well as
other criminal investigation divisions (both state and federal).
Sub-series J: Drugs/Alcohol.
Pertains to drug and alcohol addiction, which was a main issue of the Virginia
State Crime Commission.
Sub-series K: Gambling/Lottery.
Pertains to the gambling and lottery issues within Virginia.
Sub-series L: Institutions.
Pertains to the various types of correctional facilities within Virginia. The
sub-series also deals with the issues concerned with these facilities, as well
as visits to correctional facilities in other states.
Sub-series M: Investigations.
Pertains to investigations conducted with or on the Virginia State Crime Commission.
Sub-series N: Juvenile Crime.
Pertains to the issue of juvenile crime, which, the Virginia State Crime Commission
dealt with on a continual basis.
Sub-series O: Legislation.
Pertains to legislation regarding the Virginia State Crime Commission.
Sub-series P: Media. Pertains
to new releases and communication between the media and the Virginia State Crime
Commission.
Sub-series Q: Meetings.
Pertains to meetings of the Virginia State Crime Commission.
Sub-series R: Parimutuel
Betting. Pertains to issue of the parimutuel betting, which was a great source
of debate within the state of Virginia.
Sub-series S: Personnel.
Pertains to personnel within the Virginia State Crime Commission.
Sub-series T: Police. Pertains
to law enforcement personnel within Virginia.
Sub-series U: Sex Crimes.
Pertains to the issue of sex crimes that consisted of abuse, rape, and pornography.
This was a strong issue that the Virginia State Crime Commission, dealt with.
Sub-series V: Electronic
Surveillance. Pertains to the issue of electronic surveillance.
Sub-series W: Miscellaneous.
Pertains to miscellaneous issues/items within the Virginia State Crime Commission.
Series V: Political Files-Consists
of papers relating to political issues within the state of Virginia, as well
as the city of Norfolk. The series also contains papers and oversize items involving
Walker's political campaigns. In chronological order, with four sub-series.
Sub-series A: City of Norfolk.
Contains information in regard to the Norfolk City School Board, in which Walker
was made a member in 1959.
Sub-series B: Elections.
Contains information in regard to the campaigns that Walker was a part of. The
date range of these materials is 1950s - 1970s, and 1990s.

to the people that Walker dealt with while in the General Assembly, as well

Series VI: Speeches-Consists
of speeches that Walker and others made in regards to campaigns and issues within
the state of Virginia. The date range of these materials is 1950s, 1960s,

Series VII: Clippings-Consists
of clippings that Walker collected in regard to issues within the state of Virginia.
Issues include of elections, crime, education, gambling, and the General Assembly.
The date range of these materials is 1950s to the 1990s. In alphabetical
order, and There are no sub-series within this series.
Series VIII: Scrapbooks-Consists
of articles and miscellaneous items that Walker meticulously collected over
the years in regard to issues within the state of Virginia, as well as personal
interests. The date range of these materials is 1950s to the 1990s. In chronological
order. Due to their fragile condition, the pages of the scrapbooks have been
scanned and copied.
Series IX: Miscellaneous-Consists
of miscellaneous items that Walker had over the years. The items include appointment
calendars, a diary, forms, programs, business cards, various documents and articles,
