The Papers of the ODU Women's Caucus
The ODU Women’s Caucus (also known as the Faculty Women’s Caucus and the University Women’s Caucus) is an active ODU organization to this day but began on campus in 1974 as a group of women who gathered together to discuss issues surrounding the status of female faculty on campus. More specifically these women aid in affirmative action efforts to promote equality between male and female faculty, through salary, promotion, rank, retention and recruitment. From there the UWC ballooned into an organization that not only tackled salary discrepancies and promotion and retention, to one that attacked a wide array of gender issues on campus. These issues include, but are not limited to sexual harassment, discriminatory hiring/promotions practices, and representation of women on university committees.
On occasion the UWC will work on specific cases, working closely with university administrations and more specifically whoever held the office of University president at the time. Their major focus is to promote a woman’s position on campus as a whole. Issues the organization tackled were not always negative either, they also sought to uplift and raise awareness for women, both faculty and students alike through a number of conferences on a plethora of topics as well as holding small group meetings on women’s studies topics. Some of the topics include sexual harassment, gender inequity, and women in athletics. Membership of the caucus is comprised mostly of female faculty and administrators. The major areas of and / or standing committees for the UWC were:
Gender Inequity: The UWC actively seeks the elimination of salary discrimination. They also work diligently at getting the administration to provide the UWC with data that allows them to examine the gender differences in salaries.
Recruitment/Tenure/Promotion/Retention: The UWC encouraged active recruitment and examination of women well qualified for recruitment, promotion, and retention procedures. Using affirmative action policies the UWC actively petitioned the ODU presidents to implement and continue fair promotion/retention/tenure practices.
Title IX/Affirmative Action: The UWC worked closely with the University’s AA/EO office that was established in the 1970s, to promote and ensure the rights granted to women under Title IX.
Sexual Harassment: The women of the UWC seek the implementation of new policies and procedures on handling the issue of harassment. These procedures and policies should align with Affirmative Action policies as they are endorsed by the UWC
Safety: The UWC wanted to establish a safe environment where women students, staff and faculty can have the same opportunities as men to use the ODU facilities such as computers, libraries and offices at night. Overall their major goal was to guarantee the safety of both faculty and students when walking around campus, particularly at night.
Childcare: For many years, members of the Caucus worked with faculty and administrators to provide more adequate childcare on campus and day care became available in the Child Development Center in the mid 1990's.
Race: Worked in conjunction with other university organizations to aid in the elimination of racial discrimination of campus.
As a means of gathering information the caucus continuously sends out surveys on various topics. This way they can gain a better understanding of the issues women on campus deal with directly on a daily basis. Today the Faculty Women’s Caucus is an active member of the Old Dominion community where the members still sit on university committees and co-sponsor events with the Women’s Studies Department and the University Women’s Center. Scope and Contents
This collection contains documents ranging from 1974-1999. Within the folders one can find a wide range of materials, such as memos and correspondence, newspaper articles, printed materials such as flyers and newsletters, minutes and agendas and even receipts. The bulk of this collection focuses on the areas of concern for the Caucus, but it does not neglect the administrative functions either. Some documents address several issues but for the most part the content in this collection is arranged thematically and then chronologically. As such, one must remember that it is still possible for certain topics and materials to cross series should they address multiple issues.
Series I: Women’s Caucus Administration. This series contains organizational information, which was at one point or another valuable to the daily tasks of the Caucus. This series is broken down into seven sub-series: Sub-series A: History and Administration; Sub-series B: Meetings/Minutes/Agendas; Sub-series C: Memos and Correspondence; Sub-series D: Newsletters and Mailers; Sub-series E: Membership; Sub-series F: Men’s Auxiliary; and Sub-series G: Notes.
Sub-Series A: History and Administration. This sub-series includes folders containing historical records such as mission statements and list of caucus accomplishments, but it also holds information dealing directly with the caucus administration. Information in these folders contains by-laws, presidential and financial reports and any other important documents pertinent to the daily functions of the caucus.
Sub-Series B: Meetings. This sub-series contains meeting notes, minutes, and agendas from 1974-1999. In some instances there will be folders labeled Board Meetings, in which these issues were discussed between members of the executive council and the presumably later presented to the caucus in its entirety.
Sub-Series C: Memos and Correspondence. This section contains memos and correspondence not directly pertaining to goals and objectives of the caucus from 1977, 1981-1984, 1987-1992, and 1994. Surveys can also be found in this sub-series because often they pertained to more than one topic and therefore could not be limited to just one area of concern.
Sub-Series D: Newsletters and Mailers. This sub-series contains the first women’s caucus monthly newsletters from 1974-1975. It also holds the ODU Women’s View from 1975-1979 and the Caucus Newsletters from 1985-1988 it changed its name to the UWC Bulletin from 1988-1989. Finally, it also contains miscellaneous mailers from 1988-1989 and 2003-2004.
Sub-Series E: Membership. This sub-series is broken down into rosters and membership lists from 1980-1983, 1987-1988, 1990-1993, and 1997 as well as committee membership lists and goals, phone trees and contact lists.
Sub-Series F: Men’s Auxiliary. Not only the women worked for the advancement of women on campus, a men’s auxiliary established in order aid in the promotion of equality on campus. This sub-series includes correspondence between the men’s auxiliary and the actual Caucus.
Sub-Series G: Notes. This section contains miscellaneous notes and one folder of speeches. These are generally not signed and not dated.
Series II: Areas of Concern. These are the major goals and concerns of the ODU Women’s Caucus as mentioned in the history section above. It is broken down into eight sub-series. Sub-series A: Gender Inequity; Sub-series B: Title IX/Affirmative Action; Sub-series C: Childcare; Sub-series D: Safety; Sub-series E: Promotion/Retention/Tenure; Sub-series F: Race; Sub-Series G: Sexual Harassment; and Sub-series H: Additional Concerns.
Sub-Series A: Gender Inequity. Broken down by year this sub-series addresses the issue of pay inequity based on gender on campus.
Sub-Series B: Title IX/Affirmative Action. This sub-series pertains to issues surrounding Title IX/Affirmative Action and its implementation here on campus. The Caucus worker closely with presidential committees and the EEOC to ensure that conditions as set forth by Title IX were being implemented correctly at ODU. These folders are also broken down by year.
Sub-Series C: Childcare. Troubled by the lack of campus supported childcare, the caucus created this committee to address these issues. This sub-series contains letters to the presidents as well as flyers from events the held to gain campus awareness.
Sub-Series D: Safety. The safety committee was concerned with campus security and making sure there was enough lighting in areas on campus.
Sub-Series E: Promotion/Retention/Tenure. This sub-series contains documents such as surveys, graphs and charts and direct correspondence with the ODU president at the time among other things.
Sub-Series F: Race. These are documents that pertain to both the issue of race and gender.
Sub-Series G: Sexual Harassment. The Caucus occasionally brought in speakers and held events pertaining directly with this issue. Most importantly, however, they sought the implementation of a sexual harassment policy within the ODU handbook in order to protect both students and faculty alike. Folders in this sub-series are broken down by year.
Sub-Series H: Additional Concerns. This sub-series covers a wide array of topics that the Caucus addressed, but do not fit within the standing committees or major areas of concern. It is broken down by year and some of these issues include language choice, women in athletics, and maternity leave.
Series III: Women’s Caucus Events.
Sub-Series A: On Campus. This sub-series contains folders of events broken down by year that the Caucus either hosted or co-hosted with other on campus organizations, such as the Department of Women’s Studies, or the University Women’s Center.
Sub-Series B: Off Campus. In this sub-series one will find information about off campus events that members attended to gain a better understanding of the issues and how to confront them here at ODU. These conferences are also broken down by year.
Series IV: Other Resources. This series contains other resources such as training, directories, articles, and information on other women’s groups.
